#2152: Build queuing of Factory/Power/Research modules is broken

 Using Shift key for queuing builds works fine for every structure, except
 when queuing modules for factories, power generators and research
 facilities.

 What I did:
 Selected trucks and then with the Shift key held down, I clicked on a few
 structures that required a module (more than two structures, you will see
 why)

 What should have happened:
 All the structures that required a module should have got one.

 What happens instead:
 Trucks build modules only for the first "two" structures in the queue, and
 they stop any further action after completion of the second module which
 leaves the rest of the structures in the list without a module.

 Included a savegame, although it happens on every game.
