#2269: Movement/attack orders of commanders countermand damage retreat

Commanders are supposed to be able to control the "return on damage"
feature of the units they control. Currently, both when the command group
is given an explicit order and when the commander implicitly "orders" the
attached units to move/attack, that order extends to units currently on
their way to get repairs, thus effectively making the whole return on
damage feature useless to units in command teams. While it may be arguable
wether an explicit order given to a command group should exempt units
currently on their way to get repairs or not, I think it is quite clear
that a unit half way home should '''not''' suddenly turn around and head
back in the fray because a new enemy unit has strayed into the view of the
commander.
