#2308: Cannot Transfer Units to Decimated AI Ally

I was playing an 8-player skirmish game with locked teams. I was on a
2-player team with one AI teammate, and there were two other teams of 3
AIs each. My AI teammate's base was deep in enemy territory, surrounded by
other AIs and I knew I would have to come to his rescue while building my
own base researching, et cetera. My AI ally's base quickly was overrun and
he started asking for help. I kept transferring units to help. My once the
waves of enemy VTOLs starting attacking (like 20 VTOLs each wave), I could
barely keep up re-building my factories. Eventually, I start to get to
where I could fend off the air assaults and I tried to transfer trucks and
HMG tanks to my AI ally. The problem is that Warzone tool away the
Transfer Power and Transfer Units buttons from the GUI!
This almost seems by-design, like the AI equivalent of leaving the game
when you get you butt kicked. If this is by-design, it should be changed.
