#2342: howister and mortor can't shoot over cliffs

I thought that the patch by Corvus that added unannounced targeting
features fixed this sort of thing? You can see in the attached screen
shots that howitser and mortor defenses can't seem to shoot over cliffs,
though ripple rockets can.
Testing done on WinXP.
