#2539: Never-ending skirmish and save-game fails to load

Attached is a save-game from latest GIT/master. I have found some issues
with it:
1.) The game never ends (all enemies where displayed gray in the diplomacy
list)
2.) The game crashes when I attempt to load that game. See attached dump
3.) Some asserts where reported during game-play, see attached logfile.
