#2796: Change Player Position is broken when swapping places with "Insane" level

Start a single player skirmish.
Choose "Start with no bases".
Set all AI levels to "Insane" difficulty.
Change player start position, swapping places with one of the AIs.
Choose default AIs (Nexus) for all enemies.
Observed Behavior:
Human player starts in the correct position, but is surrounded by a
full base of an enemy player (the one we swap position with).
Expected Behavior:
There is no enemy base surrounding the human player.
This behavior does not occur if we choose "Hard" instead of "Insane", or
if we don't change the starting position. My guess is that the insane
level AI is given an advantage by starting with a full base. When you
change the player start position, the game puts you in the right place,
but fails to move the enemy base to the proper location.
