#3319: Game active even minimised

Windows 7, x64.
I activated the game (full screen), then minimised it to start bug
reporting.
There are at least two bugs here:
a) The music is still playing.
b) The game is using 100% of one of my cores, despite not doing anything
other than playing music from the background. For bonus amusement, when I
bring the game up again and start navigating the menus, my CPU use
plummets to a much more reasonable 3-4% (about 15% of one core).
When a game is minimised, it should NOT be active in any way, shape or
form.
