#3543: Segfault when referencing non-existent structure in structureweapons.txt

structureweapons.txt connects weapons to structures such as a cannon to a
cannon hardpoint. Putting an entry with a non-existent (= not in
structures.txt) structure there will result in a segfault upon skirmish
start.
One such entry may look like:
NonexistentStructure,BaBaCannon,NULL,NULL,NULL,31
A crash report is attached to this ticket. I have not tested it with 3.1
beta 10, but assume that nothing has changed regarding that part of the
code between betas 10 and 9. Bug should occur on all platforms.
