#3572: defenses stop shooting when target engaged by artillery

 bunkers and hardpoints stop shooting at the enemy when there is artillery
 fire incoming.[[BR]]
 this is especially visible when there are lots of defenses and far away
 ripple rockets.[[BR]]

 one single unit enters the sight range of the defenses, start shooting and
 suddenly stop, waiting for the rockets to come by.[[BR]]
 in the meanwhile the enemy unit can go around undisturbed and evade the
 incoming rockets.[[BR]]

 that is good for "ammo saving" when there are lots of units incoming, but
 very bad when there are only few.[[BR]]

 I suggest to introduce some weighing of the fire, based on the expected HP
 of the target, the likeness to hit and the time necessary to reload.[[BR]]
 (I mean: a gauss cannon hardpoint will be unlikely to shoot at a single
 heavy machine gun wheeled bug, while a nearby assault gun hardpoint would
 keep fire open while waiting for the rockets to come)
