#3744: Game crash when click on Factory

I'm not sure which version I should choose in bug report. The crash
occured when I played skirmish in 3.1 RC2. I saved the game and when I
load it and click on Factory, the game crashed(I can click on other
buildings and it doesn't crash). I tried this save game in 3.1 RC3, but
the same thing happens.
