#3745: Cyborg transport gets orders by AI

 I built a cyborg transporter, and quite often it would head somewhere
 without me giving any orders.
 The exact setup in which I encountered the bug is:
 WindFury (new 9p map)
 3 teams of 3 players
 Except me, every other player is a Nullbot AI (on normal difficulty, if it
 means anything).

 I did manage from time to time to use it to transport my cyborgs (it
 sometimes didn't receive any other order for a minute or so).

 I tried to put the transporter into hold position and hold fire; hold
 position stayed, but every time it got a new order it was set back to fire
 at will.
