#3840: Fortresses sometimes fail to fire

 In 3.1 RC3 (and maybe some earlier versions), cannon and missile
 fortresses fail to fire.

 This seems to happen when long range artillery (howitzers, ground shaker,
 ripple rockets archangel) has already fired enough firepower to
 theoretically destroy the units.

 The problem is that fast-moving units (hovers, etc.) can dodge the
 artillery, or the artillery fire may simply take a long time to arrive
 (archangels), so the artillery may not destroy the units - when a short
 range fortresses could have done so easily.

 Fortresses should fire on nearby units even when there is inbound
 artillery fire.
