#3841: Command Turrets Never Available for Research

Playing the "Alpha" campaign for the first time in ages, I forgot that
researching command turrets requires having the command relay building, so
I never built it, and thus never researched the turrets. In the "Beta"
campaign, you receive such a building automatically, but because I was
presumably supposed to have done the research in the "Alpha" campaign, it
did not unlock the command turret research. So, I'm in a command-turret
free game now... (On my side - the enemies have them, of course...)
