#4435: Command Turret Design will not save

I built the Command Relay Center and researched the Command Turret, but
every time I build a command turret design and then exit the design menu
the design does not come up in the manufacture screen(I have the
manufacture buildings upgraded to tier 2). Also when I go back to the
design screen the command turret design is gone. My save game is in the
Alpha campaign, but I tested Beta campaign and had the same results. I
have not had a chance to test Gamma campaign. I do not have this problem
in Skirmish mode.
