#4452: Deleted tank designs reappear when loading

Hello,
if you load the attached save file, then to delete any amount of tank
designs, then save the game (preferrably to a different file) and then
load the game you just saved, then the designs are going to be back again.
I found this bug in master_d3f56e0, but also in the most recent one, i.e.
master_31d9772
