#4459: Can't produce Cyborgs in alpha campaign; a lot of errors during the
campaign

From the beginning of alpha 9 till the end of alpha 12 occured one of the
two following about every minute.

And from alpha 10 till alpha 12 i was not able to produce any cyborg even
i researched them.
Also in alpha 12 there are new errors added to the two above

From beta 1 till the end of beta 2 the errors stopped and i can produce
cyborgs. But from the beginning of beta 3 the problem with errors every
minute started again with the following errors:

Until now i didn't get further than beta 3, because these errors sucks.
