#4549: Unable To Advance Past CAM_1B

CAM_1B, the second mission of the Alpha Campaign, will not finish and thus
allow me to progress the campaign.
I've successfully destroyed all enemy forces on the map, and secured all
available technology. However around the time I get access to the new
'Power Generator' tech the game spits out a error.
Error! (Check your logs!): [calFunction:186]1: <global>() at -1
At this point I am unable to advance the mission, I can build the power
plant add on but this does not affect anything.
