#4603: Incorrect work of templates

In new stable 3.2.3 version templates are working incorrectly. I just
played five 10minutes-games on tiny war map. I noticed, that my templates
have been auto-erasing after each game in chaotical order. It's not only
my problem, because i discussed it with Ru-speaking community. At 3.2.3
templates are using .json file, but at 3.1.5 templates was using .ini
file.
