#4657: Please Restore CB-Radar Mobile Unit Behaviour

 Since 3.2.x mobile units sporting CB-Radar sensors have behaved bizarrely.

 In 3.1.5 and prior, these units behaved consistently with their fixed
 cousins: they detected shot-fall that landed within their range and
 directed friendly artillery that was in range of whatever fired it to
 counter-attack them.  The firing unit itself did not have to be within
 range of the CB-radar sensor to be counter-attacked (same as the fixed
 sensors).

 Since 3.2.x, they no longer do this unless the attacking unit (i.e. not
 just the shot-fall) is also within range of the CB-Radar mobile unit.
 This is both not consistent with fixed CB-radar sensors and essentially
 defeats their purpose.  Possibly combined with the effects of
 http://developer.wz2100.net/ticket/4303, these units now doggedly drive
 towards the attacking artillery to get within range and usually suicide
 themselves on intervening units and defences (frequently before managing
 to direct any counter-battery fire onto the attackers).

 If the change in behaviour was conscious and the result of a debate, I've
 been unable to find it, but I'm assuming this is unintended behaviour so
 have raised this as a bug.

 Could the previous behaviour please be restored?
