#4658: Commander incorrectly (?) overrides return for repair

 If you have a commander with units attached and send it for repair, my
 understanding is this is supposed to cause all damaged units in the group
 to queue for repair, along with the commander.

 This appears to proceed correctly until the commander itself is repaired,
 then all remaining units in the repair queue break away to follow the
 commander and are not repaired - even if they are above the damage
 threshold where they should be returning for repair independently.

 I presume this is not the intended behaviour and is certainly an
 inconvenience.  If you want attached units to repair in this situation you
 have to micromanage them to return separately.

 (Note, for clarity, this does not apply to attached units returning for
 repair when the commander is not.  That works fine.  It only applies to
 how the commander returning for repair then moving to the repair point
 "green triangle" incorrectly (?) overrides attached unit behaviour).

 Happy to provide examples if required.
