#4684: Autorepair does not apply to units from the debug menu

 Units created from the debug menu (Ctrl + O) do not have autorepair, while
 "natural" units have it.

 Steps to reproduce:
 1. Research Autorepair
 1. Build a unit the natural way (factory)
 1. Let the unit get damaged
 1. The unit recovers via Autorepair
 1. Build a unit the artificial way (debug menu)
 1. Let the unit get damaged
 1. The unit does not recover via Autorepair

 Tested in 3.2.0, but I would appreciate it if a dev could try and
 reproduce this with newer/the latest version. If the bug is not present
 anymore, feel free to close this ticket.
