 As part of #4805, it is possible that if somebody does not move units from
 the LZ at all and keeps letting the transporter disembark units for a
 while, it can result in units getting placed on hills (or pits, maybe) and
 will more or less make them useless until the mission is won. The reason
 is that units are spread out in a circular pattern so they all don't bunch
 up onto one tile. So if the radius gets big enough some units could be
 trapped in a pit or on some hill.
