watir-webdriver uses a lot of XPaths internally, and IE will be slow
since it doesn't have a native XPath implementation (like Firefox or
Chrome). We're discussing solutions to make this better in the future
(including using CSS selectors for some things, which are natively
supported in IE 8-9).
