UPDATE: I let the machine (running Windows XP) with 3.6.12 update Firefox to . 13 and immediately started seeing the problem there. Reverting back to 3.6.12 fixed the problem on that machine.
HOWEVER, reverting to 12 on the other machine (running Windows 7) did NOT fix the problem, so obviously things aren't so simple.
