I don't have a strong opinion, but I know one of the philosophies of apache it to leverage and integrate with other apache projects.
That being said, velocity templates would be an option. Velocity is very mature, has wide developer adoption, and lots of tool support. http://velocity.apache.org/ I am not even suggesting that we change at this point.
