Yes, we can move spec/ and whitepapers/ to the website if that is better. You might want to consider how they sat on the waveprotocol site (along with some other documents not included in spec/whitepapers): http://www.waveprotocol.org/protocol. (And whether we should have those other documents on the site as well?)
