It's on by default because Google Groups was designed around the idea of
mailing lists and not the message board/forum idea.  A few years ago they
were distinctly two different things, but with the now common practice of
archiving mailing lists on the web, the line between them has been very
blurred.  Google Groups provides the web view of the mailing list for people
like yourself that are more accustomed to message boards, but it is an
extension of the mailing list, and thus receiving the e-mails is still the
default.  Hope this explains it well.
