AFAIK, there is no way to control the ordering. It's a bit random. For example, I'm running a stock Openfire install, and I didn't have to turn anything off. It's possible that the last thing to register is at the top of the list. If that's the case, then waiting until openfire has completed startup before starting FedOne might do it. Or you could stop and start FedOne a coup-le of times and see if that puts it at the top of the list.
