As mentioned at the linked issue, which I added during Wave Camp while hacking a robot, the concept is to make individual blips addressable to enable xpath and/or xpointer HREFs into them. The thrust of this is Englebart's "Purple Numbers" [1], for "high performance addressability".
It's not yet clear to me how the protocol would handle this.
