I implemented a wave server including federation and the federation draft spec (a draft spec, not a whitepaper) is out of sync, lacks detail and contains several errors, too. This is ok, since wave is a moving target. In case of a doubt "read the source, Luke :-)" or use wireshark to reverse engineer the protocol. However, it is a pity that the spec is not edited in a wiki-style, because the contribution model does not lend itself to community contributions. As a result, the comments made on this list and the errors+solutions detected while implementing the spec are likely not to find their way in the specs and whitepapers. I commented on this general issue before and did not even get so much as a response.
