They could, however you would probably end up with several versions and that would not really be productive. The nice thing about an official or semi official release is it allows users to compare performance metrics knowing that everthing is in fact equal.
Which is why AWS is so cool. A user in Europe starts an instance on the EU servers, US on US East or West and Asian on Asia, so even latency can be flattened. All small instances are equal in every respect as well as OS version and all packages. It saves a lot of effort including configuration and documentation.
