HACK to handle modifiers before other keys
This fixes the issues with modifiers not being handled prior to regular keys if
they appear at the same time.
It's most definately not the correct way to fix this, but I lack deeper
knowledge of evdev/libinput to determine the right way to do it - but maybe it
points to the correct direction?
