Yes, "Who is Sylvia" is a real song, written by Franz Schubert (1797-1828). 
The episode is "Barney's Bloodhound," and both voices on the radio, the 
announcer and the singer, were performed by Howard Morris (a.k.a. Ernest T. 
Bass), who also directed the episode.
