That's Jon Lormer in those 3 Trek episodes. He played three Mayberry chacters: Fletch Dilbeck, whose truck was run off the road by Ronald Bailey (Bill Bixby); Tate Fletcher, victim in "The Cow Thief;" and Parnell Rigsby, whose lost purse was found by Opie. Several years ago, I put together a list of all the actors who appeared on both TAGS and Star Trek. I've lost the list now, but it seems like there were about 127 names. BTW, the name of the city is never mentioned in "The City on the Edge of Forever." Everybody assumes it's New York City, but we know it was really Mayberry! It's fun to stump Trekkies with this trivia question.
