Frank, howdy this is your Indiana neighbor,  (Westfield IN) the
Untrained Voice.

That man is Tom Jacobs, half-brother of Danny Thomas (who of course spun
The Andy Griffith Show off of his show).

I think you are correct. He appears as much as any other background
actor.  I am currently making a list of his appearances. which is
difficult because he is not credited.  I think Paul has pointed out in
the past that his only speaking parts are in Goober takes a car apart
(How'd they do it Sheriff?) and once when he greets someone getting on
or off a bus.  His most memorable scene is when he witnesses Barney
taking off a dress on main street (The Bank Job?) and Barney says
"What's a matter?  Haven't you ever seen a man take off a dress before?"
He usually has a white hat on in street scenes.  He's been seen on a
Bulldozer, and at Wally's (getting mad waiting on Gomer)  among various
places in town.

I'll let you know when I get my list finished, but I expect he may
surpass Mr. Schwamp's 22 appearances.
