I thought that the City Hall or Mayor's Office was over the Court House. 2nd floor. In a small town it would not be uncommon to have city and county municipalities in the same bldg. Sheriff Taylor was the law in Mayberry and the entire county cause Mayberry was too small to have a city Police Dept. You know Mt Pilot had its own jail. Did they have their own Police Dept ? Myberry had the court house so it is the county seat. As everybody knows Pilot Mtn, NC is smaller than Mt Airy.
