There definitely was a separate"City Hall" that was different from the "Courthouse". We see it many times in the color episodes when the town council conducts their meetings. It appears to be located near the courthouse and other Main Street businesses. It becomes the center of activity for many episodes of ?Mayberry RFD". It has always been confusing trying to figure out the differences between the county and city positions and responsilities.
