Nobody pays any attention to what I think is a strong clue to Mr. Schwamp's identity. In the sixth season's ":The County Clerk" a couple appear in Howard's office seeking a marriage license. The male is a dead ringer for Mr. Schawmp, but a tad younger. He is in the credits as being Jim Begg. Jim Begg went on to be in the series "Land of Giants" that was(at least sometines) shot on the forty acres lot. Begg went on to managment/producing roles in the television/film business.
