Here's my opinion: They were adults and Sherrif and Deputy at the time so
that would be within the five year time frame of Barney's deputation. But it
had to be a decent time since the time of Andy's wives passing, so I'm guessing
1-3 years prior.
The Mayor or Town Council probably decided an "official" of some kind should
escort the Queen around. However they knew they'd better not themselves
because their wives might not like. So they thought, "Barney and Andy are
single, why not let one of them escort her." They probably then thought Barney
should do it, leaving Andy to tend to any law business that might happen.
However Andy got the drop on old Barn and escorted her around, while Barney got
stuck with the consulation prize of a basket of apricots.
