It wasn't Warren who was upset over the bulletin board. It was Barney in Episode 34 "Barney's Replacement". The state assigned a lawyer as a deputy in Mayberry as a way to learn the ins and outs of law enforcement. He got a hold of a sheriff's manual and started to implement changes in the courthouse which of course included straightening up Barney's disorganized bulletin board. When Barney walked into the courthouse and saw the bulletin board was changed, he spoke those immortal words, "Hey, who's been messing up the bulletin board?" Deputy Bob then explain the checks and balances of keeping a bulletin board up to date.
