That sounds like one of those writers' "first episode" lines (or scenes) that 
is only meant to introduce us to a character.  Like, when you're watching a new 
show and some character pops up and says "But we've been next door neighbors 
for years!"  Not something real people would necessarily say but it does its 
job for the viewers.
 
I think if Barney had just been hired they would have been more obvious.  But 
that's just me.  Keep in mind the talk about picking him over "all the 
applicants" was really a setup to a punch line (where he thanks "Cousin Andy").
