Didn't old Jud say that because he was arrested after throwing a checker board off the porch of the Mayberry Hotel? He had thrown it at Chester Jones. Barney charged him with Disturbing the Peace. At the "trial" Andy asked him to yell at the top of his lungs and it was very faint. Andy let him go. But, when they heard Barney might get fired, they all came back in claiming their charges could have been serious and Jud said that famous line.... This reminds me of the time my wife had a cold and I convinced her to say "Chester Jones, you're a two faced cheating liar" at the top of her lungs.... It was hilarious!
