Barney, what is an Anarchism? Well everybody know that. That's like what happened to Noah.. he had this burning desire to build a boat, well actually an Ark because God Told him to. So he had "an Ark-ism" It's a lot like a compelsion. Remember Goober had "a car ism" and he built a car here inside the courthouse. That guy on NCIS has a boat-ism He's building a boat in his basement.
Some people have church-isms, some have house-isms. Noah had "an Ark-ism" Seriously though, I don't think Mayberry started out to be in a particular year. I think it was generically set in a simpler time, and the phone thing with Sarah was a good way to establish that simpler time. Just like a horse drawn milk trick, these mileposts from a simpler time were meant to establish a simple sometime-similar to the fact that Mayberry was not defined as North Carolina initially. As more episodes passed, the writers found the need to establish some firm times and a specific place in order to deal with current events etc. Now this will be no Mayberry, but a new fictional town will be launched tonight on Network TV's "Parks and Recreation" with Amy Poehler. It's Pawnee Indiana. Pawnee already has a fake website..but like I said it's no Mayberry. There will never be another Mayberry!
