According to my (often faulty) recollection, Barney told Andy to look at his head and said something like "they aren't even" (meaning his sideburns, but not referring specifically to them). Andy agreed and then referred to Barney's ears. Makes perfect sense, like most everything on TAGS (unlike Gilligan's Island).
