I think it's pretty clear who responded back to Barney when Barney yelled, "Fred! Fred!" in "If I Had a Quarter Million". A few minutes later Fred, the hotel clerk, came down the stairs and asked what Barney needed. I think the actor's name was Byron Folger. He also played Harry Bosworth in "The Cannon" episode.
