I think the reason Andy gave Opie the money at 3:00 and didn't wait until 3:05 was of a comment that Barney made. Andy had wanted to give Opie the money at 3:05 and Barney commented that "he's been here five minutes already" so Andy said that Opie could have the money at 3:00.
