Ellen, we have the first four seasons of "The Bob Newhart Show" on DVD, and I noticed when we were watching them that "Nice Dress Nellie" appears as an extra (background actor) in several different episodes. You might notice her in the elevator, or she might be walking down the hallway of Bob's office building, dressed as a worker in a medical office. It is definitely her, though she looks a few years older than she did on TAGS, which would be correct.
