This thread about Opie wearing the same shirt in numerous episodes has been an interesting one. One other possibility, which I think someone mentioned a week or so ago, is that having characters wear the same clothes from episode to episode would make it easy to refuse footage.
For example, suppose an episode was being filmed, and they needed a shot of Barney jumping into the squad car and driving off in hot pursuit after a suspect. Rather than shoot a new scene, it would be very easy (and cheaper) to just borrow a few seconds of footage from a completed episode. They could even use footage that had been deleted from an episode.
