Well, Andy might have agreed with Barney and just said, "How I vote, brother, is my business!" Besides, Andy wouldn't have to tell Aunt Bee how he voted, right? I think Andy could have voted for Howard, yes, because Andy was a sensible, practical person, and I believe he would have voted for the most qualified candidate, even if it wasn't Aunt Bee.
