Andy is actually seen smoking a cigarette in about a dozen episodes. In Gomer 
the House Guest, he actually smokes in bed! A lawman ought to know better. 

Otis is seen smoking a cigarette only one time; if memory serves it is when he 
tells Andy about Fred Goss "sweet-talking" Aunt Bee. 

As has been pointed out, in the 1950s and 1960s it was quite common to see 
people smoking on TV. The warnings on cigarette packs started appearing around 
1966; after that it was much less common. Andy Griffith himself quit smoking 
around that time, which naturally meant that Andy Taylor wasn't seen smoking on 
screen anymore either.
